The Global Health Training, Advisory, and Support Contract (GHTASC) provides effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services for junior, mid-level consulting and mid-level, senior and expert management professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC and are seeking a Data Team Program Analyst/Coder in the Global Vaccine Access and Delivery Initiative for the USAID Health under GHTASC.

The Biden administration called on the world to collectively end the COVID-19 pandemic as soon as possible, and introduced ambitious goals in three critical areas to end this pandemic and prevent and prepare for the next one: vaccinate the world; Save lives now; and build back better. As outlined in the COVID-19 Global Response and Recovery Framework (GRRF), the United States Government (USG) is committed to supporting the goal of immunizing 70% of the world’s population by the end of 2022.

To achieve the ambitious goals set by the Biden-Harris administration and GRRF, the Bureau for Global Health has partnered with the Agency’s COVID-19 Task Force (CTF) to launch the Access and USAID’s COVID-19 Vaccine Delivery Facility (VADI) to support the USAID Administrator’s Global VAX commitments, including: overseeing the historic deployment of over one billion vaccine doses; work closely with USAID Missions to coordinate, deliver, and strengthen country readiness and delivery; and management of our partnership with COVAX; Gavi, the Vaccine Alliance; the United Nations Children’s Fund (UNICEF); the World Health Organization; and others.

The key to controlling the pandemic lies in the implementation of a comprehensive public health and clinical strategy in each country. To prevent transmission and expand access to high-quality, evidence-based care and treatment for patients with moderate to severe COVID-19 infections, the Office of Global Health launched the program Saving Lives Now. Saving Lives Now aims to reduce morbidity and mortality, mitigate transmission and strengthen health systems, including to prevent, detect and respond to pandemic threats in order to respond more broadly to COVID.

Position Summary

The Office of Global Health seeks a Data Team Program Analyst/Coder to support the maintenance and implementation of the VADI information ecosystem to track country readiness and implementation. implementation of COVID vaccines. S/he will collaborate with the Data and Analytics Manager, other team members, and consultants to meet the data and analytics needs of USAID’s Bureau of Global Health, CTF, as well as interagency as Global VAX is rolled out and operationalized. S/he will support USAID’s COVID-19 response through the Vaccine Access and Delivery Initiative and Saving Lives Now programs.

Responsibilities

The responsibilities of the Data Team Program Analyst/Coder include, but are not limited to, the following:

  • Perform high quality analyses; document analytical processes; troubleshooting code; view data; contribute to reporting
  • Maintain the information ecosystem of the Vaccine Access and Delivery Initiative
  • Be responsive to countries’ emerging COVID-19 response data needs, as requested by the Senior Data, Analysis and Evaluation Advisor, Senior Technical Advisor(s), Rapid Response Manager or cluster coordinators
  • Provide strategic information and data analytics support for USAID’s COVID-19 Pandemic Response, through collaborations with the COVID-19 Pandemic Response Pillars, SLN, and other stakeholders from GH and across the Agency
  • Perform integrated data analysis and, in collaboration with program technical experts, interpret, visualize and disseminate findings regarding the impact of the COVID-19 pandemic on global health programs and epidemic control
  • Collaborate in the interagency environment and with the COVAX Vaccine Development Partnership on COVID-19 vaccine analysis
  • Provide support in the development of monitoring, evaluation and learning (MEL) dashboards and data analysis
  • Provide MEL support for COVID-19 implementing partner reports
  • Ensure that appropriate analytical products, MEL tools and reports are developed and used for policy development and program performance management at all levels
  • Coordinate and communicate with various stakeholders in the Office of Global Health, across the Agency and interagency, including serving as a representative on relevant working groups

Qualifications

  • Master’s degree and a minimum of 4 other years of relevant experience, or Bachelor’s degree with 6 years, associate’s degree and 8 years of relevant experience OR High school diploma and 10 years of relevant experience
  • Experience working in the areas of public health and monitoring, evaluation and learning, with a focus on data analysis and visualization, with experience in international or resource-limited settings ;
  • Demonstrated experience with coding in Python or R
  • Demonstrated experience in data visualization
  • Very organized and detail oriented
  • Excellent analytical, written and oral communication skills;
  • Strong interpersonal skills and ability to work in teams, including cross-cultural teams;
  • Ability to work in a high pressure, fast-paced environment
  • U.S. citizenship or permanent U.S. residency with the ability to obtain and maintain access to required facilities
